Thorough Examination: Whose responsibility is it?

Thorough Examination: Whose responsibility is it?

CFTS clarifies the duties of forklift owners and operators to check equipment. CFTS — the body behind a UK national standard for the Thorough Examination of lift trucks — has addressed the confusion over whose responsibility it is to make sure that trucks have received regular inspections. A Thorough Examination is a legal requirement, as every lift truck should be checked at least once every 12 months. It is vital for ensuring a safe, productive work environment. “Every forklift should have a valid Thorough Examination report,” said Geoff Martin, CFTS Chairman. “If you own the forklift or are hiring it for more than 12 months, it’s your responsibility to make sure an inspection is arranged, in accordance with the truck type and use. But if you are hiring a forklift for les...
Thorough Examination: Beware half measures

Thorough Examination: Beware half measures

Service
Thousands of businesses operating forklift trucks may, unknowingly, be falling foul of the Law over their Thorough Examinations, according to CFTS, the body behind a national standard for the Thorough Examination of forklift trucks. CFTS says studies have shown that 93% of managers overseeing lifting operations believe that their Thorough Examination, as the name suggests, checks their entire truck. However, CFTS feels it couldn’t be further from reality. Chairman, Geoff Martin, explains: “Most inspections known as ‘Thorough Examinations’, sadly, don’t live up to their name. Indeed, they tend to cover the bare minimum demanded by LOLER 98, which covers the truck’s lifting mechanism. “For those responsible for ensuring safe operations, that creates a big problem as, under PUWER 98,...

LOLER and the Hand Pallet Truck

LOLER and the Hand Pallet Truck

General, Handling, Service
There has been considerable confusion in the marketplace as to whether low-lift equipment such as a hand pallet truck – which only raises the load sufficiently clear of the floor to enable horizontal movement – is subject to LOLER examination. BITA guidance has always been that this equipment is not carrying out a lifting operation, and is not, therefore, subject to LOLER. The HSE confirms this view and has recently updated its Approved Code of Practice to clarify that LOLER applies to “high-lift pallet trucks, both manual and powered, that have the ability to raise the forks above 300mm”. The approved code of practice can be downloaded free of charge http://www.hse.gov.uk/pubns/books/l113.htm

Despite concerns about prospects for economic growth and the uncertain commercial landscape post-Brexit, for energy management specialist Hoppecke Industrial Batteries it’s business as usual. Whilst the likes of Airbus, Unilever and BMW have been voicing fears over the impact on their businesses of a ‘no deal’, Hoppecke has signalled its commitment to doing business in the UK by signing a 15-year lease on its assembly and warehouse facility in Staffordshire.
